sarvopabhogasahaṃ sarvartusukhaṃ deśaṃ niveśayet | kṛṣyaṃ ca khanyaṃ ca setubandhayuktaṃ ca kārayet ||
Translation:Let the king establish settlements that are resilient in all seasons, capable of sustaining all life, endowed with fertile agriculture, rich in mineral resources, and fortified with sustainable water conservation reservoirs.
